Im an owner of a Ford Victoria 04 Enthrone (regular)
I wonder if Ford dealers plan for this service. And if so, what is the requirements for the installation process?

Nope .. Apparatus and tuning are governed by federal law so that there is no legal way for a Ford dealer in knowing what to do (apart from the issue of police use a PCM bit unusual for non-police version.
